What this is — and what it is not. This tool is a conceptual proposal for a proportional EAA compliance framework. It is not legal advice. The EAA (Directive EU 2019/882) is in force since June 28, 2025. The tier system here argues that a graduated obligation framework would produce broader real-world compliance than the current binary threshold.
